I pulled the wheel back off and the brake shoes had both problems you mentioned. They had deep grooves as shown in the picture and one of the brake shoes was worn down almost to the rivet. It looks like they have been brazed and ground down before. The other brake lining was not worn as much. I'll contact you about getting replacement brakes shoes.

Groove in the brake shoe flat can be filled with weld and then grind it back to flat.

POSSIBLE PROBLEMS:

LOOK AT THE BRAKE SHOES OPERATING END. IT SHOULD
A FLAT SURFACE. IF THERE IS DEEP GROOVING IN THOSE
FLAT SURFACES, THE CAM ACTION OF THE OPERATING LEVER
WILL NOT OPEN THE SHOES FAR ENOUGH TO CONTACT THE DRUM.

SECONDLY, IF THE SHOE LINING IS WORN DOWN IT WOULD
ACCENTUATE THE PROBLEM.

THE BRAKE SHOES ARE MILD STEEL WHILE THE OPERATING CAM
IS HARDENED SO THE SHOE FLAT IS ALWAYS THE WEAR POINT.
THAT SURFACE CAN BE REPAIRED EASILY.

IF THE LINING IS WORN DOWN TO THE BRAKE SHOE RIVET HEAD, IT IS TIME TO RELINE.

BE SURE AND CHECK THE BRAKE HUB INNER SURFACE. IF IT IS RUST PITTED OR ROUGH, IT WILL WEAR/TEAR A NEW SHOE LINING
IN VERY SHORT ORDER.

RELINED BRAKE SHOES ARE AVAILABLE IF YOU NEED THEM.

OF INTEREST:
IT IS VERY HARD TO FIND BRAKE SHOE LINING MATERIAL AND NO ONE MAKES A MOULDED BRAKE SHOE LINING FOR THESE BIKES AS FAR AS I KNOW. I LOOKED FOR A YEAR TO FIND A SOURCE FOR
LINING AND THOUGH IT WORKS WELL, IT HAS TO BE BONDED

When I pull the front brake lever in, the brake lever on the brake plate rotates so far it locks up without ever engaging the brake.

I pulled the brake plate off and the brake shoes do not appear worn out, but I don't know what the minimum thickness should be.

Can anyone tell me if there is a minimum break shoe thickness?

Is there a minimum break drum thickness?

Could it possibly be the wrong brake shoes for the break plate?

On a related note, is there an easy (and s POtable) way to raise the front end to remove the wheel? I used my big Harley motorcycle lift but it did not work very well.
