Kill switch

I've read that the button on the right engine cover is supposed to be kill switch. Is this also true for a 63 Scat or do I just have an earlier cover? If so, what is the button supposed to ground to?

Yes, all magneto models ground using that button. Look inside the cover, you should find a piece of spring steel riveted to the cover. The piece of spring steel just grounds the points when pressed, killing the motor

This is all correct. In real life you just let the clutch out while stepping/pulling on the brakes and stall the engine. :-) Using your sneaker, or whatever, leaves marks on your hot engine. Leaning down to press the button? I don't think so. Install the 'accessory ignition switch' and you have a key. It stops 'impulse theft'. Perhaps I'm being 'Captain Obvious' here but I just thought I'd throw it out.

I moved the condenser wire up to the top of the stack and bent it up so that the spring steel would have something to contact. It works great now. Maybe that was how it was supposed to be in the first place? I got this as a basket case so I didnt have a previous reference. I'm including a pic for reference. Thanks Brent for the key ignition advice. Would that be part number 71500-36?

No, that's a ignition switch for the generator models. Your part end with a -60
