I would guess it's a Topper made into a motorcycle.

I agree with Bud. Looks like a collection of parts from a few different small Harley models. Topper, Sprint and Ranger.

Sprint tank, Sprint jiffy stand aka kick stand, M-65 sport or 68 Rapido seat, Scat, Ranger, or pacer handle bars. Looks like they took a scat muffler and welded a cone on it without a stinger. And a set of sprint shocks put on the front and rear.

The Topper used the same muffler. Front foot peg looks like Topper pass. pegs.

My first impression was it has a Tote Goat rear wheel until I realized it's too small. It's still fun to see stuff like this.

Never seen one before. Almost looks factory made, by Harley Davidson. I think they made one and flooded the market. Stan
