Rear brake plate ?

I would like to know what is the cause of the wear to the rear brake side plate by the rim at the back of the groove that locks into the stud on the frame ?
On some I've seen on E/Bay it's just a scratch but on others it almost looked machined in.

It's because the early models didn't have a washer welded on the stand off on the frame. Axle nuts do come loose (especially when you are a kid and all ya want to do it ride and don't check nothing until it falls apart) Then the brake anchor jumps off the stand off and the brake plate goes flying, the chain comes off and puts that big groove in the plate
